1. Prohibited Categories & Gambling Restrictions

In compliance with international regulatory frameworks and mandatory consumer protection legislation, CSRadar enforces a strict prohibition on the promotion of unauthorized gambling, wagering, and predatory games of chance. Commercial campaigns falling into the following categories are strictly barred or subject to mandatory geographic suppression:

Unlicensed Gambling & Sportsbooks

Online casinos, slot machines, roulette, poker, sportsbooks, and decentralized betting platforms lacking explicit, verified licenses in target jurisdictions are unconditionally banned.

Virtual Item & Skin Wagering

CS2/CS:GO skin roulette, skin crash, coinflip, dice, and real-money case opening portals operating outside authoritative licensing frameworks are treated as regulated games of chance and barred from unvetted rotation.

2. Statutory Jurisdictional Mandates

Republic of Turkey (Türkiye) · Law No. 7258

Pursuant to Law No. 7258 on the Regulation of Betting and Games of Chance in Football and Other Sports Competitions (Article 5/1-ç), the Turkish Penal Code (Article 228), and Law No. 6502 on Consumer Protection (Article 61):

  • Promoting, advertising, encouraging, or linking to unauthorized betting, gambling, or games of chance is a criminal offense subject to statutory penal sanctions.
  • Advertisements promoting gambling or betting services are permanently blocked from delivery to viewers in Turkey (TR).
  • Global/worldwide campaigns are automatically geo-suppressed for Turkish IP endpoints upon detection of gambling indicators.

Federal Republic of Germany (Deutschland) · GlüStV 2021 § 5

Pursuant to the Interstate Treaty on Gambling 2021 (Glücksspielstaatsvertrag 2021 - GlüStV 2021 § 5) and administrative directives issued by the Gemeinsame Glücksspielbehörde der Länder (GGL):

  • Advertising for unauthorized games of chance, unlicensed virtual casinos, and unlicensed sports betting is strictly barred.
  • Advertising targeting minors or utilizing youth-appeal cues in video game contexts is prohibited under youth protection laws (Jugendschutzgesetz).
  • Sponsor campaigns featuring gambling or skin-wagering are automatically suppressed for visitors located in Germany (DE).

3. Automated Analysis & Sponsor Rectification

CSRadar deploys an automated compliance analysis engine that inspects creative banners, alt text, call-to-action labels, and destination URLs at creation and update time.

  • Dual-Surface Requirement: Both the banner asset and the landing destination must be compliant. Replacing an image with a generic banner while retaining a destination link to a gambling service will not lift geographic restrictions.
  • Permissible Rectifications: Advertisers flagged for restricted categories may modify their flight to link to non-gambling offerings, including verified peer-to-peer skin trading marketplaces, esports analytics, hardware, coaching software, or community platforms. Once both surfaces are cleared, delivery restrictions are re-evaluated.
  • Strict Prohibition on Cloaking: Cloaking, IP-conditional redirects, domain masking, or altering destination content post-approval is strictly prohibited and results in immediate, permanent forfeiture of advertising privileges.

4. Advertiser Representations, Warranties & Indemnity

By submitting a campaign or uploading creative assets, the advertiser explicitly represents and warrants that:

  • All promoted products, services, games, and destination properties comply in full with applicable national, state, and local regulations in every territory where the campaign is rendered.
  • The advertiser possesses all requisite administrative licenses, concessions, and regulatory authorizations required by relevant authorities (including the Turkish Ministry of Youth and Sports / BTK and the German GGL).
  • Statutory Indemnification (Tazminat ve Rücu): The advertiser agrees to defend, indemnify, and hold harmless CSRadar, its operators, affiliates, and technical infrastructure providers against any claims, administrative fines, statutory penalties, damages, liabilities, and legal costs (including reasonable legal fees) arising out of or related to non-compliant advertising, deceptive redirects, unlawful gambling promotions, or breach of this policy.

5. Protection of Minors (Jugendschutz)

In accordance with international youth protection standards and German Jugendschutzgesetz regulations, commercial promotions must not exploit the credulity, inexperience, or gaming enthusiasm of minors under the age of 18.

Advertisements appealing directly to minors, featuring loot-box monetization mechanics directed at children, or employing predatory financial triggers are categorically barred across all placements.

6. Enforcement, Immediate Termination & Remedies

CSRadar reserves the unilateral right to immediately suspend, revoke, or delete any campaign or creative found in violation of this policy or applicable statutory law. In instances of intentional circumvention, deceptive cloaking, or unlawful gambling promotion in prohibited jurisdictions, partner tokens will be permanently revoked and remaining campaign allocations forfeited without refund as liquidated damages for regulatory breach.
